
Key Highlights from the 2024 Annual Report of the Antimonopoly Committee of Ukraine
On March 13, 2024, the AMCU presented its annual report, outlining key activities from 2024 and setting priorities for 2025.
2024 Key Findings:
▪️ Nearly 72% of identified violations were related to bid rigging in public procurement processes.
▪️ AMCU reviewed approximately 550 merger filings, returning 130 without consideration. 12 cases required in-depth investigation (Phase II), and only one was denied approval.
▪️ The Committee imposed ₴1.02 billion in fines, with:
- 80% for anticompetitive concerted practices.
- 10% for unauthorized mergers and concerted actions.
Priorities for 2025:
✅ Strengthening competition enforcement across key markets, including:
– Energy & fuel
– Port infrastructure access
– Digital platforms
– Essential consumer goods
– Pharmaceuticals
✅ Investigating competition violations in public procurement, focusing on:
– Construction & infrastructure projects
– Defense sector procurement
– Medical and pharmaceutical procurement
We also draw your attention that two draft laws, 12440 and 12440-1, have been registered in the Ukrainian Parliament, proposing the implementation of the second stage of the competition reform.
