Simplifying paperwork for business – Draft Law Adopted in First Reading
On 23 October 2025, the Verkhovna Rada of Ukraine adopted in first reading Draft Law No. 14023 on amendments to Article 9 of the Law of Ukraine “On Accounting and Financial Reporting in Ukraine.”
The purpose of the draft law is to simplify the preparation of primary documents for the provision of services, reduce bureaucratic burdens on businesses, and align accounting requirements with modern digital practices, in line with the recommendations of the OECD Economic Surveys: Ukraine 2025.
Content of the Draft Law
The draft proposes granting business entities the right to stipulate in their contracts a simplified procedure for preparing primary documents (service acceptance acts).
In particular, if a service has been fully paid, the position, surname, and, most importantly, the signature of the customer on the act will no longer be required, provided that such simplified procedure is specified in the contract.
At the same time, the simplified procedure will not apply to services paid from budgetary funds.
The proposed amendments are expected to bring Ukrainian legislation closer to international accounting practice and help businesses organize their internal processes more efficiently.
They should also reduce the risk of formal violations during tax audits, since the absence of the customer’s signature on a service acceptance act will not be treated as a breach if the service has been fully paid and the contract provides for a simplified documentation procedure.
